Affordable Care Act (ACA)

As a result of the Affordable Care Act (ACA), the University offers enrollment in medical and prescription drug plans to employees who are eligible for State Health Benefits Program (SHBP) coverage and meet the ACA definition of full-time. The ACA defines a full-time employee as an individual who works, on average, 30 or more hours per week over a 12-month period.

The ACA State Health Benefits Program (SHBP) covers medical and prescription drug plans. Additional benefits, such as dental plans, are not covered by the ACA. Eligible dependents include spouses, same-sex domestic partners or civil union partners, and children.

Eligibility

In accordance with the ACA, a standard measurement period of November 1st through October 31st of each year will be used to measure employee hours in order to determine eligibility. Employees found to be eligible for coverage under the ACA will be notified directly via Workday with instructions on how to elect coverage.

When Coverage Begins

Part-Time, ACA-eligible staff and their dependents may receive medical and prescription benefits effective 60 days from their eligibility date.

Example: Part-Time Staff hire date of August 15. After working 30 hours per week for two months, ACA eligibility date is October 15. Benefits will go into effect 60 days from date of eligibility, or December 15.

How to Apply

Faculty and staff who are determined to be full-time for ACA purposes will be offered the option to enroll in medical and prescription drug plans via BenefitSolver. Other benefits, such as dental plans, education benefits, and other State and non-State benefits are not impacted by the ACA.
